The United States Breaches the Recent Memorandum of Understanding with the Islamic Republic of Iran, Reaffirming Its Pattern of Violating International Commitments
The Islamic Republic of Iran declares that the United States has once again demonstrated it cannot be trusted to uphold international agreements. By repeated violation of the Memorandum of Understanding (MoU) signed on June 18, 2026, Washington has replicated the same pattern of conduct that led to its abandonment of the Joint Comprehensive Plan of Action (JCPOA). In the words of the Supreme Leader of the Islamic Republic of Iran, the United States has "proven to all that the signature of the President of the United States is devoid of value and credibility, and that bullying, hegemonic ambition, and brutality are inseparable elements of the American way."
According to documented evidence, the United States has breached Articles 1, 2, 5, 10, and 11 of the MoU through the following actions:
- Sabotaging the ceasefire and failing to ensure the withdrawal of the Zionist regime from Lebanon.
- Creating an alternative maritime navigation route through the Strait of Hormuz, in direct contradiction to explicit provisions of the agreement.
- Launching attacks against Iran's coastlines, thereby violating the country's sovereignty and territorial integrity.
- Obstructing the release of Iran's frozen assets by conditioning their return on the exclusive procurement of American goods.
- Escalating sanctions and imposing a blockade on Iran's southern regions, while refusing to refer disputes to the Dispute Resolution Committee established alongside Pakistan and Qatar.
These violations culminated on July 8, 2026, when U.S. forces launched repeated strikes against Iranian territory, resulting in civilian casualties and the destruction of critical civilian infrastructure—including water desalination plants and bridges—which are strictly protected under international law.
In response to these persistent breaches, Iran has officially suspended its obligations under the Memorandum to safeguard its sovereignty and national security.
The Islamic Republic of Iran holds the United States solely responsible for the collapse of the MoU. This latest violation underscores a continuous pattern of bad faith, disregard for international law, and failure to honor negotiated commitments. Such conduct erodes confidence in diplomacy while threatening peace and stability in the Persian Gulf and the wider West Asian region.
The Islamic Republic of Iran emphasizes that U.S. President Donald Trump and his administration will never succeed in imposing their demands upon the Iranian nation. They must be held accountable under international law and brought before competent international judicial bodies for the killing of innocent civilians, the assassination of the Iranian Supreme Leader, the destruction of civilian infrastructure, crimes committed against students, the escalation of insecurity in the Strait of Hormuz, and numerous other violations of international law.
